Black Swan Summit to Highlight Bakong’s Role in Driving Financial Innovation
Cambodia will host the inaugural Black Swan Summit to demonstrate how its Bakong payment system turned financial challenges into a model for inclusive digital transformation.
Cambodia is set to host its first Black Swan Summit this November, concurrent with the 20th Francophonie Summit in Phnom Penh. Organized by the National Bank of Cambodia in partnership with the Global Finance & Technology Network and the Cambodian Association of Finance and Technology, the event will take place on November 15 and 16.
The summit brings together global policymakers, technologists, and investors to examine how unexpected disruptions—often called 'black swan' events—can be turned into catalysts for economic transformation. Through panels, workshops, and high-level discussions, participants will explore practical ways to apply emerging technologies in building resilient financial systems.
From Challenges to Leadership
NBC Governor Chea Serey emphasized that the event offers a platform to share Cambodia’s progress in digital finance, particularly the development of the Bakong payment system. Once constrained by high dollarization and fragmented financial infrastructure, Cambodia has built a secure, sovereign-controlled open-payment network that now ranks among Asia’s most advanced QR-based ecosystems.
‘We are excited to welcome them and all of you who are interested in our event. We will showcase and discuss how technology can allow a developing country to leapfrog its digital transformation journey. Cambodia has done it with Bakong but our journey is not completed,’ said Serey. She added that the country remains open to learning from others while contributing its own insights.
A Blueprint for Emerging Markets
The Black Swan Summit aims to translate global insights into actionable strategies. In Cambodia’s case, it will highlight how targeted innovation turned structural weaknesses into strengths. Organizers hope attendees leave with a replicable model—tailored for emerging economies—that balances technological ambition with financial inclusion and stability.
