A senior Chinese diplomat has outlined an approach to artificial intelligence cooperation with Southeast Asian nations that extends well beyond simple technology sales, emphasizing workforce development, collaborative ventures, and real-world implementation.

Speaking to journalists from ASEAN member states in Beijing on September 28, Wang Xiaolong, a counsellor from the foreign ministry's Department of Asian Affairs, highlighted artificial intelligence and the digital economy as key focal points for partnership between China and the regional bloc over the coming five years.

Wang stressed the importance of reducing developmental disparities so that emerging technologies could deliver benefits across the entire region. He also expressed concern that external pressure on ASEAN nations to align themselves with particular AI ecosystems posed a significant challenge to regional cooperation.

Beyond Technology Exports

When questioned about how Chinese progress in artificial intelligence could serve Southeast Asian interests through knowledge sharing and joint initiatives rather than merely through equipment purchases, Wang described AI as a central pillar of the China-ASEAN relationship.

He referenced multiple collaborative platforms designed to connect government officials, private sector players, and academic researchers from both sides. These frameworks, he explained, facilitate exchanges on policy development, technological infrastructure, business-to-business connections, practical deployment, harmonization of technical standards, and human capital development.

Wang argued that this comprehensive approach matters considerably for ASEAN countries aiming to develop indigenous AI capabilities. He suggested that investing in local workforce training and customizing technology for regional contexts yields more substantial long-term benefits than simply acquiring ready-made solutions, though he did not provide specific figures on training participants or detail particular projects in individual nations.

Regional Participation in Global AI Forum

The diplomat noted that seven ASEAN members, Cambodia among them, joined as founding participants in an international artificial intelligence cooperation body launched in Shanghai last July.

Addressing a Thai correspondent, Wang expressed hope that Thailand would join the initiative promptly to participate in the advantages of AI advancement.

The World Artificial Intelligence Cooperation Organization was formally established in Shanghai on July 16, with 29 countries signing the founding agreement. ASEAN signatories included Cambodia, Indonesia, Laos, Malaysia, and Myanmar.

When asked about emergency protocols for AI-related incidents, Wang declined to outline a specific framework, observing that both the technology itself and its governing policies remain in rapid flux.
