Government Launches Cash Aid Scheme for Cambodia's Most Vulnerable Families

Cambodia has begun distributing cash payments to its most vulnerable families through a multi-instalment aid programme aimed at easing pressure from rising energy prices and global instability.

With mounting financial pressure around the world, the Cambodian government has rolled out a cash assistance programme designed to help the country's poorest and most vulnerable households.

According to a statement issued on September 24, the initiative is intended to soften the impact of several overlapping challenges, including shifts in the global trade system, growing geopolitical tensions, what officials characterised as “aggression against Cambodia by a neighbouring country,” and the ongoing conflict in the Middle East. Together, these factors have pushed energy prices sharply higher and triggered a range of knock-on effects.

Authorities described the effort as a “comprehensive intervention programme in response to a multi-crisis situation.” Its goals include generating jobs and livelihoods, helping people maintain their standard of living, and reinforcing Cambodia's economic and social resilience over the short and medium term. The government said the scheme rests on the principles of “leaving no citizen behind” and “social equity.”

How Much Families Will Receive

Payment amounts vary according to where recipients live — in the capital, in provincial towns, or in the countryside.

Households in Phnom Penh will receive four payments of 60,000 riel (about $15) each, plus an extra 5,000 riel for every family member.
Households in urban areas outside the capital will receive 48,000 riel (about $12) per household, along with 5,000 riel for each member.
Rural households will receive 40,000 riel (about $10) per household, plus 5,000 riel for each member.

Payment Schedule

Eligible recipients will collect the money through Wing in four instalments. The first payment is being distributed today, September 25, with the remaining three scheduled for October 16, November 16 and December 16.

The government did not state how many families or individuals would benefit from the programme, though it noted that the Ministry of Planning has already compiled a list of eligible recipients. The number of beneficiaries had not been confirmed by the ministry at the time of writing.

Prime Minister Hun Manet announced on September 16 that the government would allocate close to $100 million to support struggling families.
