Government Launches Cash Aid for Cambodia's Poorest Families

Cambodia has begun distributing cash aid to its poorest households, with payments varying by location and delivered in four instalments through Wing.

Facing mounting global economic strain, the Cambodian government has rolled out a cash assistance scheme designed to help the country's most vulnerable households.

In a statement issued on September 24, officials said the initiative was intended to soften the impact of shifting global trade rules, heightened geopolitical tensions, what the government called "aggression against Cambodia by a neighbouring country," and the ongoing conflict in the Middle East. Together, these pressures have pushed energy prices sharply higher and triggered a range of knock-on effects across the economy.

Authorities characterised the programme as a "comprehensive intervention programme in response to a multi-crisis situation," with goals that include generating jobs and livelihoods, protecting living standards, and bolstering the nation's economic and social resilience over the short and medium term. The government said the effort rests on the principles of "leaving no citizen behind" and "social equity."

How Much Families Will Receive

Payments vary according to where recipients live, with separate rates for the capital, provincial towns, and the countryside:

Households in Phnom Penh receive four payments of 60,000 riel (about $15), plus an extra 5,000 riel for each family member.
Families in urban areas outside the capital get 48,000 riel (about $12) per household, plus 5,000 riel per member.
Rural households are entitled to 40,000 riel (about $10), with an additional 5,000 riel for each member.

Payment Schedule

The support is distributed through Wing in four instalments. The first was set for September 25, with the remaining payments scheduled for October 16, November 16, and December 16.

The government did not disclose how many families or individuals would benefit, though it noted that the Ministry of Planning had already compiled a list of eligible recipients. The number of beneficiaries had not been confirmed at the time of reporting.

On September 16, Prime Minister Hun Manet indicated that the government planned to commit close to $100 million toward assisting vulnerable families.
