UK, Cambodia pledge practical action against transnational scam networks
The United Kingdom and Cambodia have agreed to step up cooperation in tackling transnational online fraud networks, with both governments pledging concrete measures to break up criminal operations, safeguard victims, and combat the trafficking of people forced to carry out scams.
UK Minister of State for the Home Office Lord Hanson is visiting Cambodia this week for the International Conference on Combating Online Scams, a three-day event running from September 22 to 24. The visit was announced by the British embassy in Phnom Penh.
The partnership comes at a time when criminal syndicates operating across Southeast Asia are increasingly targeting victims around the world, including British citizens. At the same time, these networks exploit vulnerable individuals who are trafficked and coerced into participating in fraudulent schemes.
"Online scams are a shared, global challenge. Criminal networks in the region target victims across the world, including in the UK, while trafficking vulnerable people and forcing them into fraud against their will," the embassy said.
The new agreement is designed to pool the resources and expertise of both countries to disrupt organised crime groups and reduce the damage they cause in Cambodia, Britain, and beyond.
Lord Hanson praised Cambodia for taking the lead in convening the international gathering and voiced optimism about future collaboration.
"I'm grateful to the Government of Cambodia for its leadership in bringing us together this week, and I look forward to what we can achieve together in the months ahead," he said.
The embassy characterised the visit as marking a "new chapter" in UK-Cambodia relations, part of Britain's broader push to strengthen anti-fraud partnerships across the Indo-Pacific region.
The initiative also ties into the UK's participation in the INTERPOL Global Fraud Taskforce, which unites international law enforcement agencies to address increasingly sophisticated cross-border fraud schemes.
Both governments have pledged to turn the agreement into lasting, practical outcomes, including enhanced protections for people harmed by scam operations.
The partnership carries particular weight because online scam networks typically involve multiple strands of organised crime. Beyond defrauding victims abroad, some operations lure workers with fake job postings before holding them captive and compelling them to carry out online fraud.
The three-day conference has drawn governments and international partners to discuss coordinated responses to the rapidly growing scam industry, which Cambodia has consistently stressed cannot be effectively tackled by any one nation acting alone.
