Japan Tightens Permanent Residency Requirements with Higher Income Standards

Japan's Immigration Services Agency has implemented stricter criteria for foreign nationals applying for permanent residency, effective immediately as of Thursday.

The updated regulations mandate that applicants demonstrate earnings exceeding the average annual household income in Japan. This requirement applies not only to the primary applicant but also considers the combined income of household dependents, including those residing outside Japan.

The threshold is calculated based on household size, with the total earnings needing to surpass the corresponding average for Japanese households of equivalent composition. These changes will also apply retrospectively to applications that have been pending since April of this year.

An additional requirement will come into force in April of next year, requiring applicants to show projected pension benefits equivalent to those received by individuals who have contributed to Japan's welfare pension system for three decades.

The measures represent a significant tightening of the pathway to permanent residency for foreign residents in Japan.
