Beijing Urges Closer ASEAN Cooperation to Tackle Cross-Border Scam Syndicates
Beijing is calling on Southeast Asian governments to intensify coordinated law enforcement operations against transnational cyber fraud and telecom scam networks operating across the region.
China is pushing to broaden law enforcement collaboration with Southeast Asian nations to dismantle rampant online scam networks operating across the region, a Chinese diplomatic official confirmed during a regional press briefing in Beijing.
Wang Dexin, an official with the Department of Asian Affairs under China's Ministry of Foreign Affairs, addressed reporters from nine Southeast Asian countries, emphasizing that cross-border telecommunications fraud requires a coordinated, multilateral response.
Expanding Beyond Border Compounds
Addressing inquiries from a Myanmar journalist about sustaining joint crackdowns following high-profile raids on scam compounds—such as those in the Shwe Kokko border zone—Wang noted that leadership from both China and Myanmar have engaged in high-level talks to curb illicit operations.
Wang expressed Beijing's intent to sustain bilateral operations targeting fraud hubs in Myanmar and adjacent border territories. However, he emphasized that the crisis extends far beyond a single border, citing Thailand, Cambodia, Laos, the Philippines, and Malaysia as nations heavily impacted by transnational criminal rings.
While urging regional partners to maintain momentum against cybercrime syndicates, the briefing did not detail specific enforcement mechanisms, timelines, shared intelligence protocols, or asset-recovery procedures.
A Growing Regional Priority
The call for stronger cooperation comes amid heightened regional scrutiny over cyber fraud enclaves. Just days earlier, Phnom Penh convened an international summit addressing online fraud, where regional delegates warned that criminal syndicates frequently relocate bases and shuffle personnel across borders to evade detection.
Beyond law enforcement, Wang reiterated Beijing's stance on Myanmar's role within the Association of Southeast Asian Nations, stating that China supports Myanmar's continued engagement in regional trade, connectivity initiatives, and cultural exchanges to foster regional stability.
